RESOLUTION 63-03, 2006: On Narcotic Drug Recycling
AAPS General Assembly, September 2006

Submitted by Mark Schiller, M.D.

WHEREAS: the Drug Enforcement Agency prohibits recycling of narcotics, and licensed facilities and individuals are forced to dispose of narcotics by either flushing or sending to public landfills;

WHEREAS: groundwater testing in several states has revealed the presence of narcotics and other drugs;

WHEREAS: great numbers of unused, unopened, viable, expensive drugs are going to waste in licensed facilities;

THEREFORE BE IT RESOLVED THAT: AAPS supports revision of federal rules to allow for the prudent recycling of all viable medications including narcotics, and urges Congress to take action to implement those changes.
