Senator Warner, in responding to a constituent's inquiry about
the "anti-fraud" provisions of the Kassebaum-Kennedy bill (H.R.
3103), attached a copy of an unsigned "rebuttal" to my May 30
article, which the Wall Street Journal entitled "Health Bill
Would Shackle Doctors-Literally." The analysis was attributed to
the Senate Special Committee on Aging. It accuses me of
misrepresenting the legislation. Here is my response. The
