Dear Madam:

This letter constitutes a request under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552, for records relating to the governmental use of health care providers in the case of Elian Gonzalez. We hereby request the following government documents, including but not limited to internal e-mail and memoranda, in the possession of the INS:

(a) all documents relating to the credentials and qualifications of, and the solicitation and/or use of the opinions of Irwin Redlener, M.D., concerning Elian Gonzalez;

(b) all documents relating to the credentials and qualifications, governmental identification, selection, payment, and approval of psychiatrists, psychologists, social workers and all other health care providers to examine or treat Elian Gonzalez;

(c) all documents relating to Visas contemplated or granted to Cuban health care providers for the purpose of evaluating or treating Elian Gonzalez, including the credentials and qualifications of such providers.

The medical urgency of the situation and the immediate public importance of this case support our request that you expedite your response.
