American Physicians & Surgeons and the Pain Relief Network will host a
documentary film screening and briefing on “The Chilling Effect: Pain Patients
& the War on Drugs.” This film, by the founder of the Pain
Relief Network, Siobhan Reynolds, a veteran producer and director,
features the story of her family and the story of imprisoned pain patient
Richard Paey and his family.
“The Chilling Effect” reveals the cold,
hard reality facing pain patients in the Drug War. Richard V.
Paey was sentenced last year to a mandatory minimum sentence of 25 years and
fined $500,000. In his
wheelchair with a morphine pump sewn into his ruined back, he will live out
what, for him, is a death sentence for possessing the medicine that he requires
to survive. Post-film discussion with the
director will address bi-partisan bill
to de-fund the DEA & the recent Supreme Court ruling on mandatory minimum
