S-CHIP was created in 1997 as a misguided attempt to address lack of health insurance coverage of children. It needs to be opposed on many grounds. It is a further attempt to nationalize medicine and to destroy the private insurance market as more and more children are added to the program. While we don’t know what the final wording will be in the Senate bill, it may define “child” as someone up to 30 years of age, and set income eligibility requirements such that families with incomes of $80,000 per year or even more could qualify. Additionally, the House bill has provisions intended to destroy physician-owned hospitals or surgi-centers.
Note that Hawaii recently pulled the plug on its “universal child health-care” program because 85% of enrollees previously had private insurance.
